What does a county assembly do in Kenya?
County legislation, executive oversight, public participation and ward representation.
The county legislature
Article 185 vests a county government's legislative authority in its county assembly. The assembly makes laws needed for county functions, oversees the county executive and receives and approves plans and policies for county resources and infrastructure as provided by the Constitution.
Under Article 177, an assembly includes elected ward MCAs, party-list members for special seats and the speaker. An elected MCA represents a ward; party-list members do not each represent an additional ward.
How to follow its work
County assembly proceedings, laws and committee work are better evidence of legislative action than a campaign claim. Section 8 of the County Governments Act sets out assembly roles, including oversight and approval of the budget and expenditure.
