Representing residents
Section 9 of the County Governments Act requires MCAs to consult residents, present their views to the assembly, attend assembly and committee sessions, and connect residents with the assembly on public service delivery.
County law-making, plans and spending
The county assembly makes county legislation and oversees the county executive. Its responsibilities include considering county plans, budgets and appointments as provided by law.
An MCA is not the county executive or a service-delivery officer. Section 9 distinguishes the member's representative role from directly running county administration and delivering services. Ask for evidence of oversight and assembly action, and check the responsible executive department for project delivery.
