Protecting county interests
Article 96 assigns the Senate the role of representing counties and protecting their interests and those of county governments. Senators consider legislation concerning counties and take part in the constitutional law-making process.
Revenue and accountability
The Senate determines the basis for sharing national revenue among counties and oversees national revenue allocated to county governments. It also participates in specified constitutional removal processes.
A senator does not head the county executive. County administration is a different role from the Senate's legislative and oversight work. Use committee reports, debates and official financial records to assess those duties.
