Biography
Hon. Gladys Boss Shollei, CBS, is the Deputy Speaker of the National Assembly of Kenya, having been elected to the position on 8 September 2022. She was first elected to the National Assembly in 2017 as the Woman Representative for Uasin Gishu County and was re-elected in August 2022. During her first term she served as Chairperson of the Committee on Delegated Legislation, where she steered consideration of a high number of statutory instruments — including key enabling regulations during the COVID-19 pandemic — and also served on the Departmental Committee on Justice & Legal Affairs, the Procedure & House Rules Committee and the Liaison Committee. • Steered the Committee on Delegated Legislation to consider a high number of crucial statutory instruments, ensuring the National Assembly's input on key enabling regulations during the COVID-19 pandemic. • Sponsored the Constitution of Kenya (Amendment) (No. 3) Bill, 2019 — seeking to give effect to Article 27(8) (not-more-than-two-thirds gender rule) and Article 54(2) (at least 5% of elective and appointive members to be persons with disabilities), to cap representative wards at 1,450 with one woman elected for at least every two wards in a county for gender parity, and to remove post-election gender top-up seats. • As Chief Registrar of the Judiciary: coordinated the realisation of the Judiciary's Strategic Plan 2012–2016, secured the largest budget ever for the Judiciary, administered its reorganisation into 7 directorates and 17 administrative regions across the country, and oversaw deployment of several Judiciary ICT projects. • Awarded the Chief of the Order of the Burning Spear (CBS).
